Is there a billing system that can properly track recurring payments and that supports automatic billing and manual billing through Paypal and 2CO?Plz tell me about this billing system.

most of billing system allow you to automatically sell through paypal! do you need a system where the services purchased by customers will be active as soon as they buy it?

If you are planning this for hosting services than I think WHMCS or Hostbill can solve your problem they both are paid but worth their price.

you can also check http://softaculous.com/softwares and search for an open source billing system you can use, i dont remember its name but you can install it free using cpanel allowing auto installer!
